And Doug as you pointed out, with the deatheaters they were all together emboldened by each other, and got a little roudy so they attacked the only muggle around. This happens often with riots and protests in our world.

Ludo bagman gave Arthur the tickets cause Arthur got his brother out of trouble. I also agree with Doug that harry was likely not included in that and was given his own ticket. I believe however that the top box did not have tickets for sale. They were for mvps and the number of seats could be adjusted as stated when the Bulgarians requested more seats be added.
